A warning on drunken driving

Mitchie Mitchell, 13, helps promote awareness of a new law that lowers the legal blood-alcohol limit in Texas. Mitchie, who was 3 when he was injured by a drunken driver, appeared Tuesday at an event in Austin. The law, lowering the limit from 0.10 percent to 0.08 percent, goes into effect Wednesday. Texas joins 16 other states with the stricter limit.
